Description
Known only as The Norwegian, this cold-blooded figure oversees security for Blackwater Rail Lines with an iron grip and a loaded shotgun. He turns a blind eye to smuggling, contraband, and worse—as long as his cut arrives on time. Calculating, cruel, and impossible to intimidate, he’s the gatekeeper between the railroads and the rot creeping into town.
